中色股份发布公告，公司与ER公司签署《几内亚Telimele铝土矿山及基础设施综合项目EPC总承包合同》。根据合同，公司负责ER公司在几内亚的Telimele铝土矿矿山及基础设施综合项目的建设总承包，该项目生产规模为2000万吨/年铝土矿。合同价款11亿美元。
中色股份公告称，中色股份于4月25日与ER公司签署《几内亚Telimele铝土矿山及基础设施综合项目EPC总承包合同》。
根据合同，公司负责ER公司在几内亚的Telimele铝土矿矿山及基础设施综合项目的建设总承包，该项目生产规模为2000万吨/年铝土矿。合同价款11亿美元。
合同履行期限：合同工期为自开工之日起 36 个月。
合同的生效条件：
可行性研究双方认可和批准；
业主获得融资；
融资协议生效。
合同需满足前述条件后方能生效。
中色股份司主营锌金属的矿业采选和冶炼业务、稀土资源开发和分离业务及其他品种有色金属资源的开发等。
中色股份在年报中表示，2018年，宏观经济周期下行压力显著，有色行业企业毛利润率连续3个季度下滑。工业金属价格整体下跌，全年锌金属价格下跌约20%，跌幅居前，铅价全年跌幅约5%，预计2019年企业整体利润承压的下滑趋势难改。

哈萨克斯坦欧亚资源公司在几内亚Telimele省铝土矿项目简介
哈萨克斯坦欧亚资源公司Eurasian Resources，于2010年6月30日获得了几内亚Telimele省一处铝土矿区块的探矿证，探矿证编号Arrete No A 2010/2424 / MMG / SGG»。
此探矿证已经延期两次。
欧亚资源获得了Boffa省内河港区的土地许可证。
该项目位于几内亚Télimélé省和Fria县。距离几内亚首都科纳克里东北约200公里，位于Sangaredi东南偏东80公里处。
该项目东西方向延伸40公里，南北方向延伸35公里，总面积为1403平方公里。该项目的重心位于经度13o18'W和纬度10o25'N附近。
该项目位于西几内亚中部的Télimélé地区。项目区内最大的村庄是Tiontian，人口1300人。 Télimélé镇位于东部15公里处，人口25,000人。

商业计划

哈萨克斯坦欧亚资源公司在几内亚Telimele省铝土矿项目分期开发规划
LOCATION DESCRIPTION
The Project is located in the western part of the Futa-Djalon-Mandingo bauxite province in the Télimélé prefecture (sub-prefectures Konsotami, Tarihoi, Sarékali, Gougoudjé, Tionthian) and Fria prefecture (sub-prefectures Banguigni and Baguiné).
The project is approximately 200 km (by roads) north-northeast of Conakry, and 80 km east-southeast of Sangaredi, where other bauxite deposits are located, as illustrated in Figure 1 and Figure 2.
The Project extends 40 km in east-west direction and 35 km in north-south direction and covers a total area («geological allotment») of 1,403 km2. The center of gravity of the project lies at approximately Longitude 13o18’ W and Latitude 10o25’ N.
ACCESSIBILITY
The Project is located in the Télimélé prefecture in the central part of Western Guinea. The largest village inside the Project area is Tiontian, with a population of 1,300 people. Télimélé town is located 15 km to the east, with population of 25,000 people.
Sangaredi is the closest regional airport at approximately 80 km north-west from the Project. Conakry is the closest international airport with regular scheduled air connections, approximately 200 km south-east from the Project.
The Project area can be accessed via dirt roads from Conakry and generally requires a 4WD vehicle.
Regional railways are located in Fria (70 km south) and Sangaredi (80 km north-west). Regional ports are located in Kamsar (210 km west) and Conakry (200 km south-east). Boffa is considered the closest and most suitable for the construction of a new port (95 km south).
The Project is located in the south-east corner of the Boke Bauxite belt, which has been estimated to hold bauxite deposits totalling about 25 billion tonnes (Mamedov, 2003). Deposits under development near the Project include the Sangaredi group (80 km north-west), Fria (70 km west) and Debele group (180 km south).
BUSINESS PLAN
Various studies have been done for determination of the best transport infrastructure for the project. And it was examined not only potential method of transportation as:
Haul road for variable tonnages,
Rail,
Combination of road and rail,
Pipeline and,
Overhead tramway,
But also location for destination point as:
Boffa,
Conakry,
Dubreka,
Kamsar.
Within Risk Analysis it was revealed that Boffa as a location add the highest value into the Project and has minimum level of gaps and uncertainties.
A number of options for bauxite transport from Télimélé mine to Boffa port were considered (approx. 120 km distance). The terrain from the mine to port is variable — Hilly for 50+ km, undulating for further 20 km then relatively flat to Boffa port.
Each option was investigated by specialists.
The final transport process will be implemented over a number of years as each stage is upgraded from the initial mine to port haul road for 1.5 Mtpa through 5 Mtpa and completed potentially with a full mine to port railway supporting 10 Mtpa.
STAGES
A plan was developed for transport of material from the mine to the port in three stages:
01 STAGE
Construct a haul road from Boffa port to the mine with the capability to transport 3 Mtpa — 5 Mtpa of direct shipped ore (DSO). During this period construction of the railway will commence.
02 STAGE
Complete within three years either 71 km or 85 km of railway from Boffa to a site inland where the haul road can connect with the railway. A transfer facility is to be built at this location to transfer ore from road haulage to rail and provide capacity to move 10 Mtpa. Estimates have been produced for the cost of building the sections of railway from Boffa to each of the sites.
03 STAGE
Complete the railway.
PROPOSED ROUTE FROM MINE TO FOB
Staged transportation development will accommodate Project’s capacity ramp up from 5MTPA to 10+MTPA of bauxite exports
The envisaged scenario assumes construction of 87km rail and 51km dirt road to the port (KP51)
Staged CAPEX schedule will allow gradual investment curve
Independent from other operators route is under development to accommodate 10+MTPA of exports
Interference with other operators will be avoided
BULK LOADING SOLUTION
Two major sea ports in Guinea allow for max 60kt DWT ships to be loaded, bottlenecking bauxite exports from Guinea
Construction of a new deep water port would cost more than $2bn
Offshore Transshipment Solution is a low cost alternative to sea port
Target export vessel’s capacity — up to Cape Size (180,000t)
The solution will need only small jetty loading barges up Pongo River The transshipment facility will have throughput of 40-60kt/day to keep laytimes within 5-6 days

EURASIAN RESOURCES
Eurasian Resources (EAR) is a mining development company focused on advancing its wholly-owned bauxite export project in Telimele and Fria region of north-western Guinea, the world largest bauxite province. The company was incorporated in 2010 and is the 100% subsidiary of ELOFT Group.

2010
EAR obtained Bauxite Exploration license «Arrete No A 2010/2424/MMG/SGG» on 30th June 2010. This license was renewed twice.
2011-2012
In 2011 local drilling company «Geoprospects Ltd» («Geoprospects») and international geological consultant «SRK Consulting Ltd» («SRK») were contracted to conduct prospect evaluation works, including:
Geomorphological map at a scale 1:50,000;
Geological map at a scale 1:50,000;
Geological reconnaissance traverses;
Drilling auger drill holes by space grid 600×600m over almost all Property, where exploration potential was revealed; and
Trial pits at the Bowal 02.
SRK had supervised all drilling works in Guinea.
In 2011-2012 Geoprospects undertook: preliminary exploration work and then detail exploration work for the, including:
Drilling auger drill holes on a 300×300 m grid (preliminary exploration work) for the Bowes 01, 02, 03, 04, 15, 16, 17, 18, 19, 27, 28, 32 and 150×150 m (detailed exploration work) for Bowes 02, 04, 16, 19, 32 (see Table N1 below);
Drilling diamond core drill holes on a 600×600 m grid at the Bowes 02, 04, 05, 16, 17, 18, 19, 32, and several geological sections at Bowes 02 and 19;
Trial pits at Bowes 02, 16, 18, 19, 32;
Hydrological and hydrogeological measures within a full year (dry and wet seasons) at Bowes 02, 04, 17, 18, and 19;
Geotechnical Studies of Bauxite Ore.
2013-2014
During 2013-2014 Eloft was involved in developing of PFS on Alumina Plant Construction in Guinea, including:
Mineralogical and Metallurgical studies of Telimele bauxite ore were conducted by Australian Laboratories — Amdel and CSIRO);
Level of engineering for Alumina Plant (designed for 2.8mtpa alumina output and 288.5 ktpa non-metallurgical alumina output) and Infrastructure (Access Roads, Rail, Port, Power Plant, Water Supply, Waste Ponds and etc) were designed by Projects & Technologies — Management & Development LLC («P+T»);
Digital Terrain Model (2012) for Mine Site was created by Geoscientific Ltd;
Mining Study was prepared by SRK;
Environmental and Social Assessment was conducted by SGS Guinea.
All works were supervised by SRK. Although this Study was fully completed, EAR suspended the release of this PFS due to negative situation of alumina market.

2015-2016
March 2015 — Renewal the exploration License «A 2015/806/MMG/SGG
In 2015 Eloft had changed the strategy and focused on bauxite export.
After SouthAfrican construction firm and operator of several mines over Africa continent, WBHO Construction («WBHO») and its subcontractors, had performed Scoping Study on bauxite transportation from the Mine to Boffa with 10mtpa capacity.
During the Study Eloft approved the certain place for port construction near abandoned village Kokaya (across the river from Boffa) with Guinean authorities (injunction № 0105/MMG/CAB/DGPM/2014, December 2014).
Later it was approved the central corridor for bauxite ore transportation from Mine to Boffa (injuction № 0128MMG/CAB 2015, September 2015).
In the mid of 2015 Eloft commenced the Project Scoping Study, where The scope was to provide a conceptual analysis of the proposed Telimele bauxite mining operation in the Republic of Guinea.
These inputs were the base for commencement current PFS on bauxite export.
CSA Global was appointed as Primary Consultant for the Project.
During 2015 and 2016, alternate routes to transport DSO from the mine to a port were investigated. The alternate routes included:
Télimélé to Fria to Conakry
Télimélé to Sangaredi to Kamsar
Télimélé to Boffa
Several technical studies and a detailed risk assessment were concluded to review these options that led to confirming the Télimélé to Boffa option developed further in this PFS report.

Bankable Feasibility Study was commenced by Chinese engineering companies – SAMI and CCECC.
Large-scale Metallurgical Studies were performed by SAMI.
Geotechnical drilling and hydrological monitoring in drillholes and streams have been conducted for Port and Transport Corridor Areas by Geoprospects Ltd, while WSP Group (UK) provided supervising, sample preparing and assays services.
Resettlement Action Plan (RAP) was executed by BEEDD. WSP Group (UK) fulfilled supervising.
Eurasian Resources obtained Land Permit for River Port Area in Boffa Prefecture.
